# Keon Offline Verifier TODO

Status: not yet published as an open-source artifact in this repository.

Purpose: allow users to validate Keon receipts without trusting Keon's hosted UI.

The verifier should be useful for executives, VPs, developers, AI platform teams, governance teams, forensic reviewers, audit/risk stakeholders, and CAES/CPP-aligned workflows.

## Acceptance criteria

- Can validate receipt integrity offline.
- Can detect tampered receipt content.
- Can verify receipt signature or hash chain when those primitives are present.
- Can output a human-readable verification result.
- Can be used without Cortex, Collective, or Control onboarding.
- Does not require trusting Keon's hosted dashboard.
- Includes README or usage snippet.
- Is suitable to be published as open source.

## Non-goals

- Do not open-source the MCP Gateway as part of this artifact.
- Do not claim hosted UI verification is equivalent to offline verification.
- Do not claim compliance certification or SOC 2 status.
- Do not require Cortex memory, Collective cognition, or full Control onboarding.
